how it works

Scan cost and TTL are owner-tuned from the operator console.
Quality score is a pseudo-random 0-100% bucketed into Dry / Poor / Average / Strong / Exceptional.
The score is advisory. The parcel tier set by LeaseSale is still the ground truth.
Scans are keyed by `(region, parcel index)` and shared across players until expiry.
