how it works
- Scan cost and TTL are owner-tuned in
/admin/prospecting. - Quality score is a pseudo-random 0-100% bucketed into Dry / Poor / Average / Strong / Exceptional.
- The score is advisory. The parcel tier set by
LeaseSaleis still the ground truth. - Scans are keyed by `(region, parcel index)` and shared across players until expiry.
