Refining is the middle of the loop. The downstream desks below mostly run on OILX — REF is a direct input only on rig programs. Treat REF as a strategic reserve and convert through the market when you need OILX.
Activate temporary rig boosts under /garage. Some programs are pure OILX, others also require burning REF — the only direct REF sink in the game today.
Insure against world events. Premiums and payouts are OILX — REF here is indirect (sell REF on the market for OILX, then buy coverage).
List or buy rigs and leases for OILX. The fastest way to convert a REF stockpile into OILX is to sell rigs you don't need.
